Refugees.

Foreign nationals or people without citizenship can be granted refugee status. In order to qualify as a refugee, a person must have reasonable fears of being persecuted on the grounds of nationality, race, religion, citizenship, nationality, their social position or political beliefs.

A person seeking the refugee status must apply to a relevant state body. In the case that the application is granted the right to be considered on merits, the applicant and their dependants obtain a special certificate and a small financial assistance. Those who are granted the status of a refugee obtain all rights of a Russian citizen for benefits and compensations, right to work, education and medical service, free travel to Russia, a place to live in specially allocated areas or in an accommodation in the residential property from the special fund established by the government.
